Affiliation: When a radio is powered-up, changes modes, or is requested by
             the system, it will send in its radio ID and current talk group.
             Requests are from Radio Checks (see below).

Deaffiliation: When a radio leaves the system or site. For example, roaming,
               switching to a conventional mode, switching to another system,
               or powering down.

Call Alert: To cause the target subscriber's radio to emit an audible alarm
            and/or display an alert. Generally referred to as a page. In
            order for a page to be successful it needs to receive an
            acknowledgement from the target subscriber.

Busy: When a console or field unit makes any type of call which requires a
      physical channel within the system and all channels are busy, it will
      receive this error. With most SmartZone systems when a radio receives a
      busy it will switch sites if possible.

Private Call: A subscriber to subscriber call. Only the two individuals in
              the call are aware of it.

Radio Check: This is done manually by a Console or automatically by the
             system. When used by a Console it is to see if the radio is
             currently power-up and if so, which talk group it is affiliated
             to. When done by the system it is for clean up processes and
             occurs at a predefined time which is specified with the talk
             group configuration. Default is 12 hours. The system checks
             because it has received no activity from this radio on the
             talk group in question.

Inhibit (aka Selective Radio Inhibit): This is a command which is part of
             Radio Dispatch Management. RDM is basically the software
             Dispatchers use. Sending this command completely diables the
             radio. When powering up it will do nothing. If it has a display,
             it will show nothing. It does monitor the Control channel
             though. The send requires an ack so that RDM can report the task
             as successful.

Inhibit cancel: Restores a radio which was issued the Inhibit command.

Affiliation functions:
              Status: these are sent out by a field user to indicate their
                      current status, (ie., in service, out of service.)
                      There are a total of 8 configurable statuses.
              Emergency send: This is sent when a subscriber pushes his or
                              her Emerency button. What happens next depends
                              on the system configuration.
              ChangeMe: this is sent by a subscriber which wants to be
                        regrouped, unregrouped or has their channel selector
                        locked. (see below)

Dynamic Regroup: this is another command which is only issued by RDM. After
                 a target or target radios have been defined the system will
                 send out a command to the radio which upon receiving will
                 switch to the defined channel in it memory as the regroup
                 mode. It's like assigning a temporary talk group and telling
                 the radio to switch to it without the subscriber's
                 intervention.

Selector Lock: another RDM command. When sent to the radio, which is in the
               regroup mode, it will lock the channel selector knob or
               rocker switch to the current regroup mode. Nothing will
               cause the radio to unlock unless RDM issues the Cancel.

Invalid Radio ID: A radio tried to affiliate or transmit with a radio ID
                  which is currently not in the SAC database. (Rejection)

BSI: Base Station Identification. This is sent out on the lowest frequency
     within the system. It may not be assigned to channels 1 through 4.
     Channels 1 through 4 may only be defined as Control Channels.

Alternate Site: This is a list of sites which is configured within the
                system. These are generally sites adjacent to the current
                site. There is a maximum of 7 per site. A SmartZone radio
                compiles a list with these alternates which it samples the
                signal strength to determine when to switch to a better site.

Invalid talk group: The subscriber tried to transmit on a group unknown or
                    disabled within the SAC.

Message sends: These are similar to status. They are preconfigured within the
               system as to what they mean. There are a total of 16.

Voice on Control (aka VOC): The Control Channel is able to become a voice
                            channel. When the Call is complete, it switches
                            back to Control.

Connect Tone: A subaudible tone that is used by the transmitting radio to pass
	      audio to the system to be broadcasted. If the tone is wrong no audio
	      will pass and the call will eventually time out after a default
	      of 30 seconds if the PTT is continually pressed. The Tones go as
