If you have no infrastructure then you haven't much need for a web. The web was created to tie your existing systems to the world. If your web is acting as a business card or billboard then you seriously should reevaluate your goals to make sure this the direction in which you really want to go.
Is one human going to edit each and every document by hand? Will there be hundreds of people editing their own content? Will your web automatically do most or all of its own maintainence? First and foremost these are things you must ask yourself. Assign humans the jobs which make sense, devise a reliable means to automate everything else.
